Borough of Poole - Corporate Property Function

Borough of Poole were a four star council (CPA 2008) - the highest rating achievable at the time.  As part of their Business Transformation Programme they identified that Property & Assets represented an area of opportunity and could be a model and catalyst for change across the council.

 

The council launched its transformation programme in response to a corporate priority to ‘Improve Efficiency and Effectiveness’ to continue to improve upon their excellent customer service performance level. With Seisin’s support the Council identified three workstreams in which it required additional support (both in terms of capacity and capability) together with a prioritised programme of work:

 

· Review the corporate office accommodation

· Implement a new project management regime

· Improve the performance of the property service

 

The Council needed to make significant progress quickly on all areas but particularly to source a major national adviser to produce and give weight to a report on the accommodation review. Seisin ensured the council had such an organisation in place rapidly using the OGC Catalyst framework approach.

 

A sustainable strategy for project management and design was implemented and we provided support in terms of advice and strategy to integrate this with new corporate governance arrangements for control and prioritisation.

A totally new model was developed for the property service aligned with the Council’s requirements and the Strategic Director’s vision for radical improvements to property related service delivery under a corporate governance structure.

 

Seisin also provided support and mentoring to the in-house service teams in activity such as Business Analysis and Category Review, including a structured line by line review of expenditure.
